Joseph Zubretsky
President and Chief Executive Officer

Joe Zubretsky is the president and chief executive officer for Molina Healthcare, Inc. Joe has more than 35 years of experience in the insurance and financial services sectors. Prior to joining Molina, he served as president and chief executive officer for the Hanover Insurance Group. Before that, he served in senior executive roles at Aetna, one of the nation’s largest health care benefits and insurance providers, most recently as chief executive officer of its Healthagen Holdings subsidiary. He also served as senior executive vice president of National Businesses, Aetna’s largest flagship business unit with $10 billion in revenues. He joined the company as executive vice president and chief financial officer, and was responsible for all aspects of financial management, including business development initiatives.

Prior to his time at Aetna, Joe held executive positions at companies including Unum Group, where he was senior executive vice president, responsible for the company’s finance, investments, strategy, marketing and risk operations; Brera Capital Partners, a global private equity firm, where he was a partner; and MassMutual Financial Group, where he served as executive vice president of business development and chief financial officer. He began his career at Coopers & Lybrand, becoming a partner of the firm’s national insurance practice.

Joe earned his bachelor’s degree in business administration from the University of Hartford.

Mark Keim
Chief Financial Officer

Mark Keim is Chief Financial Officer and Senior Executive Vice President for Molina Healthcare, Inc. In prior roles at Molina, Mark served as the Executive Vice President of Strategic Planning, Corporate Development and Transformation for Molina Healthcare. Mark brings decades of experience in the managed care and financial services fields with significant roles at Aetna and GE Capital.

Mark earned his Bachelor’s Degree from Lehigh University and a Master’s Degree in Business Administration from the Tuck School of Business at Dartmouth College.

James Woys
Chief Operating Officer

James Woys is chief operating officer and senior executive vice president for Molina Healthcare, Inc. In his prior role at Molina, Jim served as the executive vice president, health plan services. Jim oversees the overall healthcare operations of the enterprise and the enterprise’s health plan support functions such as information technology, claims processing, payment integrity, and contact centers, as well as Molina’s pharmacy operation, national network operations and a variety of clinical-oriented services such as quality, risk adjustment, and ancillary services. Jim brings more than 40 years of health care experience to Molina. Jim formerly served as executive vice president, CFO and COO at Health Net, Inc., where he was successful managing more than $1 billion in general and administrative expenses across the Medicare, Medicaid, Commercial and Department of Defense and Department of Veterans Affairs operating segments. Jim also served as Health Net’s president of government and specialty services where he helped reprocure contracts and grow three operating segments covering more than 3 million lives.

Jim earned his bachelor’s degree from Arizona State University and his master’s degree in business administration from Golden Gate University.

Jeff Barlow
Chief Legal Officer and Corporate Secretary

Jeff Barlow serves as chief legal officer and corporate secretary for Molina Healthcare, Inc. As chief legal officer, Jeff is responsible for setting the overall legal strategy for the Company and its subsidiaries, and for providing legal counsel to senior management and the board of directors. Jeff has over 33 years of legal experience including counseling clients regarding federal securities laws, corporate governance, mergers and acquisitions, health care regulation, and litigation. He began his tenure at Molina Healthcare, in 2004, and has served as general counsel and secretary since 2010. Before joining Molina Healthcare, he worked for the national law firm of DLA Piper in its corporate securities group.

Jeff earned his bachelor’s degree with a major in philosophy and a minor in Latin from the University of Utah. Additionally, he received a master’s degree in public health from the University of California at Berkeley, and a Juris Doctorate degree, cum laude, from the University of Pittsburgh School of Law. He is a member of the American Bar Association, California State Bar Association, Arizona State Bar Association, the American Health Lawyers Association, and the American Academy for the Advancement of Science.

Debra Bacon
Executive Vice President, Medicaid

Debra Bacon has served as executive vice president, Medicaid for Molina Healthcare since October 2023, and was appointed by the Board of Directors as an executive officer in January 2024. Ms. Bacon oversees the overall Medicaid operations of the enterprise. Ms. Bacon joined Molina in 2021, and previously served as executive vice president, Medicare and Marketplace, and as senior vice president, Marketplace. Ms. Bacon has extensive experience providing strategic, operational, and financial leadership of managed care teams and programs. Prior to joining Molina, Ms. Bacon spent fourteen years at CVS/Aetna Medicaid where she held various executive management positions. Ms. Bacon earned her Bachelor of Science degree in Business Administration, with emphasis in Accounting, and a Master’s degree in Accountancy from the University of Nebraska – Lincoln.
